Introduce completion abstractions to nushell. (#2198)
* Introduce completion abstractions to nushell.

Currently, we rely on rustyline's completion structures. By abstracting this
away, we are more flexible to introduce someone elses completion engine, or our
own.

* Update value_shell.rs
